Do you want Facebook Video calling? Of course you do. Is this like Google + Hangouts? Well no. It is more of a one on one experience.
Firstly go here : https://www.facebook.com/videocalling
You will then get to this page. Click the get started button. In Google Chrome it just works. In Internet Explorer and Firefox you need to download a little file.
Then if you want to call someone, click on their name and then click on this button that looks like a camera.
